Dear FBISD Parents and Students,
According to the Texas Education Agency, Fort Bend ISD must notify students and parents that House Bill 8, pertaining to Financial Aid for Swift Transfer (FAST), has been passed as of September 1, 2023, to address the financing of dual credit courses for students who are eligible for free or reduced lunch.
Financial Aid for Swift Transfer (FAST) funding is an allocation for participating colleges to cover tuition and fees for all economically disadvantaged students who enroll in academic and/or workforce program dual credit courses. FAST incorporates a maximum tuition rate for dual credit students set annually by The Higher Education Coordinating Board (THECB). Currently, THECB has determined that neither the FAST-eligible student nor the school district may be charged tuition for the eligible student.
To qualify for FAST funding a student must:
- Be enrolled in a public school district or charter school,
- Take a course offered through an institutional agreement, and
- Were qualified for free reduced lunch at any time in the last 4 years prior to the academic year in which they enrolled in the dual credit course.
Students can incur no cost for dual credit coursework including tuition and fees, books, supplies, and other course materials. This includes fees for loss of course materials (which cannot be charged).
