Limited Open Enrollment for Nonresident Students
Thank you for your interest in Fort Bend Independent School District. The 2026-2027 Limited Open Enrollment Application is for students in grades K-12 living outside Fort Bend ISD attendance boundaries who are interested in attending designated schools in the District. Each application is reviewed on a case-by-case basis and approval is subject to space availability.

Interdistrict Transfer Criteria
Interdistrict transfer requests must meet the following criteria before moving forward:
High School (9-12)
- Student is on track to graduate with their cohort by credits
- Must provide a current transcript
- STAAR/EOC - must be Approaches, Meets, or Master level
Middle School (6-8)
- Passing all classes from the previous academic school year
- Must provide a current report card
- STAAR - must be Approaches, Meets, or Master level
Elementary School (K-5)
- Passing all classes from the previous academic school year
- Must provide a current report card
- STAAR - must be Approaches, Meets, or Master level (grades 3-5)
Attendance (All Grade Levels)
- 90% or better, including both excused and unexcused absences for the previous academic year
Behavior and Conduct (All Grade Levels)
The student must meet the following discipline criteria:
- No more than 5 days of ISS and/or OSS
- No disciplinary alternative education program (DAEP) placement
- No juvenile justice alternative education program (JJAEP) placement
- No arrest, charge, or conviction for a criminal offense
- No current probation or other conditional release

Interdistrict Transfer Application
- An interdistrict transfer application allows applicants to indicate three campuses of where they would prefer to enroll. If an interdistrict transfer applicant meets the district's criteria and the application is approved, the applicant’s preferences will be considered when determining where the student may enroll. An approved student may enroll only at a specific FBISD school where space and staffing are available at his or her grade level.
- Interdistrict transfer applications are considered by student and not by family. Approved interdistrict transfer applications remain in effect for one school year unless the application is revoked as per Board Policy FDA(LOCAL). For each transitional year, the student must complete a new interdistrict transfer required.
- For requests for the 2026-2027 school year, the parent/guardian shall be notified of the final decision according to the established timeline.
- An approved interdistrict transfer application for one child does not guarantee space availability for current or future siblings.
- Upon approval, all required documents must be submitted promptly (attendance record, discipline record, report card, special programs documentation, if applicable, IEP, 504, LPAC, GT acceptance documentation, etc.).
- Applicants should not un-enroll from their current school unless an approval letter has been received from FBISD.

Transportation
Parents of interdistrict transfer students shall provide transportation to and from school. Requesting and accepting a transfer constitutes an assurance from the parent/guardian that they will provide safe and timely transportation.

University Interscholastic League (UIL) Eligibility
Any student who transfers to a school outside the student's residence attendance zone will be subject to all eligibility rules of the University Interscholastic League (UIL) as well as those that may be adopted by the FBISD Board of Trustees.

Revocation of Interdistrict Transfers
Violation of the rules and polices as contained in the FBISD Student Code of Conduct, poor academic performance, repeated repeated incidences of tardiness, or poor attendance may result in a revocation of the transfer.

Grandparent Employee Student Transfers
Beginning April 2, grandparents who are full-time benefits-eligible FBISD employees may request an employee student transfer for their grandchildren. An approved transfer will remain for one school year and must be renewed annually. Please visit the Student Transfer web page for more details.
