At the secondary level, FBISD provides state-mandated language support programs designed to ensure academic success for Emergent Bilingual students. These programs focus on developing English proficiency while supporting students’ access to rigorous grade-level content.
State-Mandated Programs
In compliance with state requirements, we provide language support services for Emergent Bilingual students to ensure equitable access to the curriculum. These programs focus on developing English proficiency while valuing and supporting students’ home languages.
Student Eligibility Requirements

- Home Language Survey (HLS) indicates a language(s) other than English
- Student is identified as an English learner (EL) through the single statewide assessment
- Language Proficiency Assessment Committee (LPAC) recommends ESL program placement
- Parent approves student participation in ESL program
