Greetings! My name is Loretta Moutra. I am a lifelong resident of Missouri City, Texas. I am a proud product of Fort Bend ISD! Growing up, my parents owned a private school so I have literally been in Education my entire life!

This is my 9th year in Special Education in Fort Bend ISD. 

My background includes Adult Transition Services, ECSE teacher, The CLASS Program teacher, Resource and Inclusion teacher, and now SAILS teacher at the absolutely amazing Rosa Parks Elementary!

For the 2025-26 school year, I will be serving as the Special Education Department Chair. 

It is truly an honor and a passion to be an advocate and voice for my parents and guardians and students. I am honored to be part of your village.
