• Homeless & Foster Student Programs

     

    Fort Bend ISD offers services to unaccompanied, homeless and foster students and their families in accordance with the McKinney-Vento Homeless Act to best address students' educational needs and ensure their academic success.

     

    The McKinney-Vento Homeless Assistance Act, reauthorized under the Every Student Succeeds Act of 2015 and subsequently referred to as the McKinney-Vento Act, defines “homeless children and youths” as “individuals who lack a fixed, regular and adequate nighttime residence.” However, because the circumstances of homelessness vary with each family or unaccompanied youth, determining the extent to which the family or youth fits the definition must occur on a case-by-case basis.

     

    The education provisions of the McKinney-Vento Act ensure homeless educational rights and protection for children and youth experiencing homelessness.  For those who are eligible, these rights include the ability to continue to attend the last school you were enrolled, transportation to school of origin, enrollment in the Free-Reduced-Price Lunch program and contact with the district liaison to resolve enrollment disputes.  If you or your student(s) meet eligibility requirements, please review and/or print the homeless McKinney-Vento application (ESP) .  Printed blank applications are also available at all campuses as all McKinney-Vento homeless status applications must be completed in person.

    Homeless Students Not Yet Registered in 2024-2025

     

    If possible, please complete the regular online registration process and print and complete the McKinney Vento application prior to visiting the campus.  If you are not able to access the online registration or print the homeless McKinney-Vento application (ESP), computers and printed homeless McKinney-Vento application (ESP) are available at the campus for your convenience.

     

      To expedite the regular registration process please bring as many of the following items that are readily accessible to you:

    • Certified Birth Certificate or other proof of the child's identity
    • Original social security card for the child or state assigned id number
    • Parent/Guardian appropriate photo ID such as Texas driver's license or government issued photo identification
    • Proof of residency such as a deed, lease or mortgage agreement. One current utility bill (gas, water or electric)
    • Immunization records
    • Most recent report card or grade transcript

    If none of the above documents are available and/or you are not able to pre-print a homeless McKinney-Vento application (ESP) blank paper applications are available at campuses. Please check the district and campus web pages for available regular hour registration times.

     NOTE: As confirmed homeless status is a qualifier for Prekindergarten enrollment, FBISD is currently evaluating available seats for 2024-25 Prekindergarten. Once seats become available, information will be posted on the Prekindergarten webpage. As Prekindergarten enrollment is optional, transportation services are not available for students admitted to Prekindergarten based on homeless status.
