Population and Survey Analysts (PASA) assists Texas school districts in planning for long range utilization of schools by projecting future student enrollment.
PASA completes a new demographic study each year, and every study is developed based on the most current information available at that time. Their forecasts incorporate factors that change year to year—such as housing activity, economic conditions, birth trends, kindergarten enrollment patterns, cohort sizes, and the impact of alternative educational options. Because these elements change from year to year, each study produces different outcomes, and projections from one study do not carry forward into the next.

Annual Enrollment Review
Annually, administration will conduct an annual enrollment review including student enrollment data, updated enrollment projections, current campus utilization, current zoned enrollment, current academic program enrollment, design capacity of each facility, student transportation information, demographic composition of each school, and relevant student achievement data. This review supports planning for efficient building utilization, which may require enrollment management strategies such as capping enrollment at a school, relocating an academic program, utilizing portable classrooms, and limiting or encouraging student transfers. It also studies facility utilization data and campus design capacity data with past trends and projections. Its purpose is to provide an annual, uniform process for the District to ensure equitable and adequate educational opportunities are available for all students throughout the District. Monitoring enrollment trends and planning for future growth is a continuous process in Fort Bend ISD.
